Introduction
The bilateral Agreement on cooperation in Science
& Technology between India and Vietnam, which
was first concluded in 1976, was renewed in February
1996.
Programme of Cooperation
A Programme of Cooperation (POC) in S&T was
concluded in September 1997 between the Department
of Science & Technology (DST), Govt. of India
and the Ministry of Science, Technology & Environment
(MOSTE) (presently, Ministry of Science & Technology),
Govt. of Vietnam giving the details of administrative
and financial arrangements on various activities.
Fresh POCs were signed for the periods 2000-2001 and
2003-2004 in March 2000 and March 2003 respectively.
Modes of Cooperation:
- Joint Projects- Exchange of scientists (40 man-weeks
per year for short term visits from each side and
20 man-months for long term visits from each side)
- Exploratory visits to participate in international/bilateral
conferences, workshops, exhibitions, science congresses
(up to 30 man weeks per year from each side)
- Research/Training Fellowships to Vietnamese scientists.

New Project Proposals
Calls for proposals on joint research are invited
from time to time by the two Governments jointly.
Inresponse to such calls, the scientists from both
the countries interested in identified subject areas
may formulate joint proposals and submit the same
to the respective focal points in the two countries.
For Fellowships, the prospective candidates may approach
the contact point at the Vietnamese side.
Guidelines and Application Format
Detailed guidelines along with application format
would be provided at the time of issue of call for
proposals. However, the guidelines and application
format issued earlier could be accessed at file “Proforma”.
Processing of Proposals and Project Duration
Project proposals received are reviewed by respective
focal points and then a commonly agreed list of joint
projects are finalized by the Indo-Vietnam Joint Committee
on S&T. The processing of proposals normally takes
6-9 months. The project duration is normally 2-3 years.
Financial Support
Under the Programme, financial support is provided
to Project Investigators by their respective governments
for exchange visits. Support for equipments, consumables
and contingencies may be considered on a case to case
basis. For Fellowships, selected Vietnamese scientists
would be provided free accommodation and local hospitality
for the duration of fellowship. In addition, return
international travel fare may also be borne by the
Indian side.
