India attaches great importance in
furthering cooperation in Science & Technology.
Cooperation with Singapore is being effected under
an inter-governmental Agreement with emphasis on commercialization
of technologies, for cooperation in science and Technology
signed in Kolkatta in January, 1995.. The S&T
Agreement provides for the constitution of a Joint
S&T Committee with Secretary, Department of Science
and Technology as the co-Chairman on the Indian side,
and the Director- General , National Science and Technology
Board ( now called Agency for Research and Development
), as the co-Chairman on the Singapore side.
Since the signing of an Inter-Governmental S&T
Agreement in January,1995 significant developments
have been the organization of “Technology Showcase
1995” in Singapore in a very impressive way.
A large CSIR/INDIA pavilion was erected in close association
with C-DAC and CMC Ltd., was specially designed in
India and assembled in Singapore. Keeping in view
the themes of the Showcase, our technological capabilities
were projected in five broad areas viz.:
1. Chemical Technology
2. Biotechnology
3. Environmental
4. Food & Agro Technology
5. Information Technology
CSIR/India pavilion generated lot of enthusiasm amongst
the business visitors and entrepreneurs and nearby
countries resulting in number of MOU signed between
the institutions of both sides. Representative institutions
from India include NEERI, NCL, CFTRI and NAL with
some of the private sector industries representing
Singapore. Though detailed discussions were held subsequently,
none of this could materialize into formal agreements.
India considers it important that such exercises should
be continued as these would indeed help in laying
the foundation in strengthening our bilateral ties.
The visit of a senior expert from Singapore Synchrotron
Light Sources (SSLS) and his discussions with senior
experts in some of the research organizations in India
has led to workout specific topics of interest to
further cooperation in this specific topic. Besides,
taking note of the interest of the scientific community
of both sides, a set of proposals were communicated
to Singapore side to explore the various possibilities
to lead into exchange visit of scientists in areas
of common interest.
Our cooperation with Singapore is also being effected
under the aegis of ASEAN. Three specific topics, i.e.
Advance Materials, Biotechnology and Information Technology
have been identified and are under various stages
of implementation. Singapore has been active participating
country in this programme. It is considered appropriate
that a programme of cooperation would hasten the process
of bringing in scientists of both the sides to workout
closely. A series of proposals have already been communicated
and is receiving attention of both the parties.
