Cooperation in Science & Technology is presently being effected under an Inter-Governmental S&T Agreement (signed in 1976), subsequently renewed in the form of a Memorandum of Understanding (MoU) concluded during the visit of Indian Prime Minister to South Korea in September, 1993. Negotiations are under way to sign a Programme Of Cooperation in Science & Technology, a draft of which was conveyed to the ROK side for their examination. One outcome of the S&T Agreement has been the visit of a 12 member ROK Delegation to India from August 27 – September 4, 2000 which led to bilateral discussions . The main objective was to work out Joint Programmes/Projects in specific topics :

(i) Machine and Materials Science & Technology;
(ii) Biotechnology;
(iii) Information Technology; and
(iv) S&T Policy.

Genuine interest was expressed among the scientists from both sides to have a Programme of Cooperation worked out identifying specific topics of interest as well as to work out modalities/mechanisms of cooperative activities.

The ROK Ministry of Science & Technology, following the visit of scientific team has conveyed their interest to receive a India Scientific team to enable finalize a Programme of Cooperation. A series of proposals have been conveyed to the ROK side based on a circular released by International Division in DST very recently. The ROK Side has particularly shown interest to collaborate:

i) Materials;
ii) Aerospace;
iii) Information Technology;
iv) Biotechnology; and
v) Mechanical Engineering.

Following modalities have been proposed to further S&T Cooperation between the two countries:

i) Mutual exchange of S&T delegation in specific areas;
ii) Strengthening of Korea-India Joint Research Programmes by way of promoting exchange of S&T personnel;
iii) Promotion of S&T personnel exchange programme.

Actions are underway to translate some of these ideas which will be taken up during the visit of Indian Scientific Team to ROK.
